Revitalizing a Closed Naval Base
Following the closing of the Charleston Naval Base in 1995, Pratt-Thomas Walker spearheaded an effort on behalf of its client, sustainable community developer The Noisette Company, to enter into a public-private partnership with the City of North Charleston to acquire a portion of the former base property and, as part of that effort, master plan the surrounding 3000 acre Noisette area. What resulted was an award-winning Noisette Community Master Plan, along with a Planned Development District and Development Agreement with the City.Pratt-Thomas Walker was instrumental in the assembly and purchase of the land, acquisition of entitlements, and drafting of innovative covenants and community association documents. Since the inception of the development, the firm has acted as general counsel to the developer and has directed all of the legal efforts at what is projected to be the new mixed-use urban core for the Charleston area.
